It's just a way to see everything in a graph. The overall rep gets normalized so that the greatest one takes up 30 spaces, be that plus or minus. Then the rest get scaled accordingly. So if the most rep someone gave me was 60, they'd have 30+'s and then if someone gave me 30, they'd have 15+'s, etc....
