When it's super cold (I've only been in -5c weather so far but I was comfy), I wear a long sleeve thermal top, a shirt, a sweatshirt and my trusty north face jacket lined with synthetic down. On my legs I wear thermal leggings tucked into two pairs of socks and my usual trousers. Then I have big gloves, a buff/scarf and a hat.
Basically layering is key.
Uniqlo is really good for thermals. Lots of outdoor brands do synthetic down as well.
