Pejorative used to describe "lower"-class (not necessarily poor) urban lads and "ladettes" who don't speak right (and worse: too loud), , primarily wear sports gear (especially tracksuits) and bling (as well as the burberry check for a few years back along), have too many kids, drink too much, etc. It's simultaneously a real description of a real slice of British life and yet another way to marginalise those below one's station.
